Add more contrast and desaturate a bit. It just looks fogged at this point.

I agree... you definitely need to add more contrast. Plus the white background is still showing a slight shades of grey.

High key should still have a full range of strong tones, this does look a little washed out. |

A bit more grain then I had hoped for, but I'm working from a low res web image.

Is this any closer?
I'm not sure how to desaturate and still maintain a full range of strong tones as Mr Tee suggested.

This isn't really high key but I like it for portraits. vp, a selemium action that I made. Didn't do anything else other than ran a quick denoise. Personally, I think there is to much blue in the original picture.

Well I haven't done any high key work at this point, so I probably don't have any place trying to help, but here's my shot - is this closer to what you were looking for?
In photoshop I duplicated the layer and completely desaturated it. I then increased the contrast (mainly the high point) and set the midtones to a very light shade. Switched the layer type to Hard Light and then changed the opacity to around 70%. Hope this helps.

I don't have a lot of room to talk either, but here are my quick attempts (personally, I think B/W is the way to go with this particular shot). I agree that you need much more contrast and keep pumping up the exposure. You can then use some burning/dodging to help out with problem areas.
There are some funky colored shadows in her hair on the left that are playing havoc with the color version...
