I think the main reason this came in so low is that it is very abstract. (refer to my "point of color" entry to see a similar scoring performance!) Abstracts normally don't score very well here. Not everybody appreciates abstract photography and scores here are a measure of broad appeal. I think perhaps the glow of the rebar hides the detail that would let someone know what it is, so it is taken as an abstract image.
