I've sat here looking at this, crossed my eyes looking at it, titled my head and even blinked rapidly to try and understand what I was looking at. I still really don't know, and find it hard to determine size/proportions with much of the areas lacking in detail/sharpness.
Certainly a most unique artistic expression, whatever it is.

Something appears to have happened in the post-processing here that took all the textures and details out of a stunning sky, and also appears that too strong of an application of the shadow/highlight tool or similar, was used, rendering this odd in it's final presentation.

I see an image that really had a lot of beauty and potential, but lacks in sharpness at the horizon, and appears to have a lot of noise reduction done, losing a lot of essential textures and details.
