Cute concept, which way did you go? While I don't see anything here technically wrong, and you have got a great basis for interest, but I still can't quite "get behind" this shot. It's me, not you, this view isn't to my taste, then again, I didn't like the bums either, but most of them got good scores.

Pretty nice shot. I see little "brackets" around the threes, building, etc. guessing this is caused by sharpening, maybe. If so, try just a little less. I have also heard that saving the original JPG to TIFF format, prior to ANY alterations, then alter the shot and resave back to JPG helps with data loss (less data loss), which might help, too.

You don't know? Mostly you have reflected light off the cement, what were you after? Technically all dark things are shadows of something, so yes, by the strictest interpretation of the word, you have shadows. I think the idea was to create an image based on the shadow pattern.
