 OK, so now the challenge is over I can say that this was so not taken at 4.30am, more like 4.30pmish.

brought the contrast up, brightness down, selective colours in the negatives, then black and white then with selective colours whites to give it a little sparkle.

This has to be lit by articial light. The moon was only 1% full on March 16, 2010 and didn't rise until 6:58am.

i hardly think you can get a shot like this at dawn or night, rather looks like midday shot with harsh sunlight then darkened the image...
