I was standing downtown as this police car turned his lights on and saw the persons face. It looked like fear to me.

What -- you were abducted by a UFO? That's not scary, that's cool -- well, unless of course you start talking the whole robing and testing thing.... ;-) I dig the lights and the reflective stripe on the side, but overall, I just can't see this as that great a shot. Maybe with some additonal lights of other cars, buildings, etc? I'm not sure what advice to offer.

nice use of star filter, and I like the lights out of the darkness.

I wish this photo was clearer and maybe a little brighter.

Decent shot, it would be more convincing if it were coming toward you.

That is probably the scariest experience I've had myself! It's an "Oh SH**" moment.
Nice job! The night setting works well here, but if the car was stationary, a longer shutter speed might have helped to make the car a bit brighter.

nice lighting effect

I guess the MAN just makes me nervous, not fearfull. The star screen is a neat touch but the trade off for the spactacular effect is an overall softening of the immage and the tendancy to cause blooming in the highlights.

very poor in terms of photography, but a nice image for fear. first off, if your camera can't do it, don't take shots at night... it'll just turn out dark/grainy as yours did. second off, i think shooting the car headon would've worked more so for fear... doesn't really look like he got "you".

Alfred Hitchcock always drove slowly and carefully -- he was "deathly" afraid of being stopped by the police.

I don't get him though?
