Wow I really like this effect. It adds a sense of energy to the photograph. I will have to try this myself. Thanks for sharing it with us.

I usually do not like these kind of effects, but in this case, it's a completly different story. It gives the picture something special, I like it.
Edited for typo (some may remain) ;)

This is a good starting point. I would agree with pcody that some more attention needs to be given in certain areas. I likt the photo, but I personally think that the blur effect works better if the subject is further away from the camera than the blurred subjects. The blur makes it look like everything comes from the focus point, but it throws me off when that person is in the foreground I guess.

Definitely a good start though I feel that the focus area is too small, too much of the person is involved in the blur effect.

This is a good beginning attempt. This is a good picture to practice on.
Looks like you missed a couple of spots. Namely the building on the left side behind the subject and the dog(?)and bag on the right side. I think that less blur on her hands and leg would be better and more blur on the boy.
When I look at this I get the feeling right away that it's not real. A part of it is that not only should things blur progressivly outwards but also the focal plane will have different amounts of blur. Hard to explain. Look at the zipper on her jacket. The bottom two sides are about the same distance down and out from the center and they are both about the same distance from the lens, so they should both be blurred in the same manner and yet the one side is much sharper than the other.
I wish I had this type of blur in psp.
