If It wasn't for your title, this picture could be interpreted in a very negative way. It is not very good to depend on your title for it to be considered on topic.
Also, there are a lot of reflections on the door, making it very distracting.

Poverty can also send innocent people to jail. The promise of Gideon in 1969 has yet to be fulfilled. The jails are full of impoverished people though...nice connection.

Your image may be voted low due to some people having an issue with the concept, but for me, it appears to be a snapshot in somewhat poor focus to score highly.

yes you are right with that, I would have preffered a lower camera angle to make it more dramatic.

The photo itself doesn't say poverty to me and I disagree with the title (or at least that idea) so it doesn't help.
