It depends what software you have, there should be something like Image -> Resize somewhere.
What software are you using? |

Sometimes it is called "Scale" in editing programs.
Using a Mac, and iPhoto, it's just a matter of export / size / medium, and they are ready to upload.
That same thing took me a while to figure out when I first started posting images here.
Welcome to DPC.
Edit to add,
For a challenge image, you need to strip off the exif file and other sidecar files to make the most of available file size. Your editing program may not be counting those bites in file size estimation, making the image file bigger than the 150 Mb allowed.

I don't have PhotoShop - am using Nero PhotoSnap. Resized to 640 pixels and still have a too-large file size. Any advice on how to make the file smaller? Thanks! |

There should be a setting somewhere in your save dialog that allows you to adjust the JPEG compression of your saved image. In PaintShop Pro, I have to click an "advanced" button. Not sue about your app, but there should be an adjustment for compression somewhere.
Make sure to only compress it just enough to fit under the file size limit. If you compress too much, it affects image quality and that Spiff guy will then leave comments on your entry mentioning the excessive compression. |

Found the help file online for Nero Photosnap:
For TIFF, JPG and PNG image formats you have certain compression and saving options available in Nero PhotoSnap. You can open the relevant window via Save > Settings.
The following setting options are available in the JPEG settings window for JPEG/JPG images:
Compression quality Regulates the compression strength.
