I thought this was a nice shot:



But it's the post-processing that makes it a painting.

I hope you don't mind, but I took some liberties with your lady. Practicing,you know. I will take it down if you don't like it.

I cloned under her eyes
used the paintbrush to get rid of the hair in her eye
duplicate layer gausian blur
blend mode screen 75% opacity
bumped the levels on both layers
merged both layers and copied that image
deleted the duplicate layer
pasted the copy using lighten mode
merged these
used the smudge brush to darken the trees behind her hair on the right and lightened her hair to separate her from the background.
Done in psp
Edit: It is hard to do a good job on such a small picture!

An alternative take on it



Hue/Sat Adjustment Layer
Levels Adjustment Layer
8 variable blur layers, filtered through a painted mask (selecting the background)
A screen mode duplicate layer, through the inverse of the painted mask
An overlay layer, 50% grey, painted white to brighten, dark to darken skin areas to bring more attention to the face
Another overlay layer, at a lower opacity, painted white to lighten the eye regions
