I understand the rules on post processing of the final image for DPC, but what about images that are used as elements within that final image? Is it OK to manipulate the heck out of an image and then use it as part of a shot that is for a challenge? I'm not talking about just submitting a straight picture of the altered image, but using it as a component of the final image? Where is the line drawn?

You mean taking a picture, doing stuff to it, printing it out and taking a picture of it again ?
That typically gets allowed, if additional elements are added - e.g., the winning entry to the 'matrix' challenge is an example of that.
But if you just print it out and take a picture of it and enter that, typically it gets disqualified as a literal representation of a work of art (even when it isn't good art or not)

As the rules state:
Artwork. Literal photographic representations of the entirety of existing works of art (including your own) are not considered acceptable submissions, however creative depictions or interpretations are permissible. This includes, but is not limited to paintings, sculptures, photographs, drawings, and computer artwork.
As you can see, photographs and computer artwork (including your own) are allowed as part of the scene you create. A photo manipulated would be considered computer artwork, so yes you can manipulate a photo and add it to a still life or scene you're creating.
