Undoubtedly this has come up numerous times before but I don't have the time right now to find the last time it did.
My dilemma is: I use an Olympus SP-350 set on SHQ quality, 3264 x 2448. Every time I submit a photo taken at this quality I crop, do any allowable processing necessary then have to resize the image to fit in the pixel and kb restrictions. This generally makes it so my photos are a bit small when people look at them to vote.
My question is: Should I use a lower quality setting, say SQ1 on 1600 x 1200? Would this enable me to have smaller files and bigger submitted photos? I can use the high quality setting on the smaller picture if need be.
Please help a noob become better.

I've pondered over this myself, but, generally, I think that the best option is to take the high quality pic in the camera and resize to smaller in the computer. You can't*, after all, create the extra pixels if you shoot smaller, but you can remove them.
I tend to expect that the computer + photoshop et al will do a better resample downsize than the camera would, really.
Plus if you have the original in relatively high res you can do a decent print of really good shots.
The only exception would be if you had practically zero space on your card but had to squeeze off another shot.
(* well, you can upsize, but it's not the same.) |

What editor are you using?
I use the GIMP (free editor package) if for nothing else to resize my shots.
Image > Scale Image...
Image Size
640 pixels on the longest side
X, Y resolutions 72 pixels/in
Quality
Interpolation: Cubic (Best)
Click Scale button
I will sharpen after the resize...
Filters > Enhance > Sharpen (anywhere from 28-38)
File > Save As > (rename your shot)
Click Save button
Quality 85
Click Ok button
Full Frame 8MP shots will be < 100K closer to 75-80k.
ED: Always Shoot at the best your cam can do...

I would use this if I had photoshop, all I have is PhotoImpact 3.0 SE. Yes, I know, it's old and limited but I am new to this post processing stuff.

| awpollard, you have done me a great service. The photo I submitted for stopped motion, which shall remain nameless for now, has been doing badly because I was not able to make it the full size allowable due to my software and I hadn't brightened it enough. With the Gimp I have been able to make such an improvement I wish I could submit it. But at least I know how now. Thank you sir! |
