Do you have Photoshop or Photoshop Elements?

Try this tutorial;

Once you resize your image to the 640/160 parameters, your file size should be less than 420kb. You don't mention what software editing program you use; once you post that info we can help you better. For example - do you use Photoshop, Arcsoft, Paint-shop Pro or something else?

If you have a 3000 x 2400 shot and the file size is only 420 kb, I recommend you check your camera settings to make sure that you are recording your images at the highest quality setting. This will help maintain the quality of your images once they are resized, and afford you the opportunity to make larger prints.

Raydean, why don't you go back to your original image (you will need the untouched original to be intact for any submission, in case you need to validate/authenticate your image) and re-do the steps you took to get the desired result ***without*** resizing up. Once you are done, then resize down using the tutorial link that was posted here by jhonan.

Your original shot should be much larger than 420kb, especially if you are shooting in RAW. Perhaps when you converted from RAW to JPG you converted at a low quality setting?

The linked totorial is a good start. You should be able to get very good quality at 150k at the maximum allowable pixel dimnsions.
You want the longest dimension to be 640px, and right now it is 3000px, so open the image size dialog, make sure both "resample" and "constrain proportions" are checked, then change the 3000 number to 640. Note that the other number will now be less than 640. Click OK. Now view the pic at 100%, and apply gentle sharpening if required (yoiu often will need a little sharpening after resizing). Try Unsarp Mask with Radius = 0.3, Threshold = 3, and vary the amount between 50% and 200%. Be careful of oversharpening; you'll start to see light "halos" around sharp edges.
