Some more expensive cameras are waterproof. (usually in the $5k range or so)

You can get waterproof housings for cameras
From 'spray covers' all the way to diving enclosures.

Umbrellas work well, as to plastic bags.

I personally steal shower caps from hotels on any opportunity, and use those to keep the camera dry. You can get your hands inside to work the controls, and the elastic snaps the cover on well.

does the plastic over the lens mess with the picture?

Camera and most of the lens covered but not the glass of the lens or you will have a nice picture of plastic!

You can buy rain covers for cameras, check b&h. They are nylon.
I use plastic bags because I don't like going out into the rain much. Rip a hole in the bottom of the bag and use a rubber band to hold it onto the lens and then the open top of the bag will be at the back of your camera so you can reach in easily. You can use the handles to tie a knot in the bag and sorta seal it up while you move around from place to place.
