FWIW, I'm guessing that it's just a coating on the grip of a tool.

Inductive probe? It picks up the magnetic or RF field when near a wire or circuit board trace when A C current is there?

I don't think this is that modern. Someone should let me know when it's time to post the answer (or offer more clues) -- I'm new at being on this side of the guessing game ...

We're a week in, I'd honestly say that more clues are quite overdue.

Cool. You stumped us for a good while. We used to do that with a small electric single pole fan motor cut in half. We also used the same item for bulk erasing tapes.
