| My first guess would be similar to Roberts. So I will go with a tool for a gypsum based material. Is it a plaster workers tool. |

Part of a water cooled heat sink? That would be a similar application to the General's reply, where the object of the item is to transfer heat into liquid, to either heat the liquid or to cool something mounted to the metal item.
My first thought before reading any of the guesses is that it looks like a mold or part of a mold used to make sand castings. |

I can't figure out how to give guidance here without giving it away, so I am giving the victory to Waddy. He has discovered the essence of it; it is a heat sink, specifically for an automotive cooling fan relay. The heat transfer medium is air, not water. The corrosion is from exposure to seven winters of road salt.

I knew that I had seen something very similar connected with either auto or motorcycle hardware, but could not remember what it was, except that did a heat transfer job.
Be back in a couple of hours with something new for everyone to have a head scratch over.
That was a nice one Kirbic. The corrosion looks sort of like barnacles, which would have put it at a completely larger scale. |

| I think the coating is some kind of vinyl or similar substance -- it has a smooth surface (except for the dust!). |
