Is it DPC legal to stitch images together for a challenge, or is that considered spot editing?

That would definitely be spot editing plus entering more than one image. You are only allowed to submit one image to a challenge.

It is illegal to use any spot tools, stitching together something only works specifically in one spot, so again, yes it is illegal.

Multiple exposures to a single image, however, are allowed. I've seen a couple of entries to past challenges that use this technique. |

What is repetition anyway?
How you meet the challenge here without getting missanderstood?

The challenge description also mention, recurring theme, which leaves a rather large grey area, in my estimation.
