One other reason not yet mentioned is that there are bloody loads of 'em!

And they don't struggle when you make them wear concrete helmets...

It seems to be a photography love/hate relationship - the Kodak Talk Forum at dcreviews is practically a cult of duck imagers!! I personally LOVE the creatures and never tire of their appeal. I think the picture that made me smile the most when I first "opened" it after taking it is this:

They are very accessible. The metropolitan areas (I am in one) have become havens for our feathered friends because the only shooting being done is with cameras (their biggest enemy are cars).

Oh bless you that one was good, I'm laughing my ass off.

But the most logical answer is that ducks are everywhere! Even in the biggest cities (I miss the central park ducks). So they're very easy to find and most of them aren't too afraid of humans so unlike other birds whe you point your camera at them they don't get scared and run off.
