The glare on your windshield is obvious, and the cars in front of you are not in focus. But I think it's an awesome picture, fun to look at! And even though the green here is not all that flourescent or "neon" as it were, it's still better than all those neon sign pictures, which all completely skipped over the instructions. 6

Cut back on the noise, focus a little better and bump the saturation (maybe not depending on how good the first two things would make it look) and this would be a lot stronger. 5 - for not taking a picture of a neon sign (thank you for that).
