 I note you're a new member, here and your first entry was a great success, then was disqualified. Although this one didn't score as well as the first one, I think it has lots of potential. As in your first entry, you've made effective choices for slower shutter speed creating an attractive blur in the moving water. For this image, I think the "interesting sky" contributes to overall flat lighting and has the effect of creating a overall low-contrast image. 
 I don't know what your processing workflow is, but if this is a raw image, you should have some leverage with shadow and highlight adjustment that might provide a wider range of tonal contrast.
