OK, I am not sure this is what the challenge theme had in mind. That said, I am not a stickler for strict interpretation of the theme. I'll take an interesting image roughly inspired by the challenge theme over a ho-hum image that strictly fits the theme any day. I like this.

I can't really put my finger on what (in my eyes) does not look quite right in this image. It's a 7 from me. Maybe it is the soft calm feel of the horizon against the more saturated, clear houses? I'm not sure. Still, I like the angle and the city works well as a leading line towards the horizon. Best of luck in the challenge.
