The image tells to much though in my opinion - a bit of cropping from the left side, the entire figure with the backpack or half of it would make sense to me.

One can be alone in the crowd was my first thought when I saw this shot. Interesting how people are hardly phased by her presence in this busy shopping center even though she is standing atop a step ladder. It is a moment that makes me wonder why she is taking a selfie or filming; given that she carried a ladder with her it might be an assignment. While the people around her are not stopping I stop to wonder why she is there and what her story is.
