I really like the subject matter and the contrasting shapes (solid fish vs wavy tentacle-like things). Agree that focus is an issue -- might try some heavy duty sharpening (before you reduce the size) to see if you can salvage it some.

Would definitely keep the details in the eyes and the lips, they are lovely. Softening the cheeks a little will be more flattering, but possibly make the picture less dramatic.

Love the way the light hits the portion of the plant in the background but not foreground.

Might try cropping out top cloud part (but leave in dark band of sky just below clouds).

And yes, I used to live in Holland, from ages 11-14 (Den Haag).

If you use a high shutter speed the rocks will be in nice focus but you may only get part of the splash.

If you use a tripod and low shutter speed (and instruct your grandson where to throw the rocks), then you would get a nice combination of sharp rocks and a full fuzzy splash

The tail is great. Closer cropping (perhaps even so severe as right below the jaw) would emphasize it even more.
