I particularly enjoy water motion photos. A good photograph of this subject creates a sense of motion and sound, and in your case, cold :) The long shutter speed creates a nice silky effect on the moving water, which appeals to me. Your photo captures this effect fairly well, but could possibly use a slightly longer shutter speed to enhance the effect. Looking at your camera settings, it looks like you may have chosen the best setting for the conditions without overexposing, which is good. To get a longer shutter speed without overexposing would have required a neutral density filter.

Your composition on this photo may have some opportunities for improvement in visual impact. Your point of interest in this photo is horizontal in the center of the frame. As my eye moves from bottom to top, following the motion of the water to its source, the main point of interest in mid frame and it becomes less intriguing to me as I move up. Cropping off the top third of this photo seems to remove the uninteresting area and create a stronger compositon for me.

I would also consider a recomposition where your 'dam' traverses the frame diagonally, but not starting and ending in the corners. The diagonal would upset the balance nicely and create another interesting composition. I think this subject is worthy of filling the frame.

Someone got robbed and, unfortunately, it was you :( You are getting really good with the toning. When I first saw this photo, it reminded me of some of the 'richness' I have seen from some of the low ISO b/w films. I think the richness of the tones in this image almost contradict the bite of the frost. It's definitely an interesting juxtaposition. Excellent work :)
