This looks very "urban" to me. You used the blur to good advantage while shooting this image. The tilt helps too.

It must be a genetic thing, the way we identify a simple blur to be the shape of a face.
Good study in perception in this image. B&W is good for this too.

Classy edge treatment. Whatever you did, it turned out very nice and artsy.
It is interesting that this looks like an ordinary, sharp image in the thumb, and opens up into this fuzzy "just right" one.
