I think this would have benefitted from a high aperature to get as much clarity throughout as possible. It's difficult to tell what, if anything, is supposed to be the subject since the foreground objects are soft and the figures in the distance as so small.

I scored this a 5. It's an okay photo. Not in the 1-3 range, as you say, but not spectacular. As someone else mentioned, the lighting is a little harsh. There's a fair bit of glare in the saddle, and something about it looks a lot like a snapshot flash. DPC likes things to be super crisp and clear, and there's no crisp clear line here. And there's a lot of visible image noise. I would try a softer background, say a warm chocolate brown, indirect diffuse lighting.
