Portraits are hard, from what I have learned so far people will be pretty tough on a portrait that isn't absolutely perfect. Here are a couple things I noticed that may have hurt your score: The crop is a bit tight, it doesn't bother me too much but I can see others marking down for it. Overall it lacks sharpness, the eyes especially need to be sharp, if you apply a skin smoothing plug-in you need to make sure to do it on a new layer and then mask over the eyes so they stay sharp. The skin smoothing technique that you used is nice, but I usually have to go back in and clean up areas manually with the clone tool or spot remover tool. Her forehead and under her eyes may have benefited from a little evening out (think of it kind of like applying make-up) Removing moles with the spot editing tool is a matter of choice sometimes I do, sometimes I don't, I think they are fine here, but I would have cleaned up the area around her nose a bit.

Overall I like her quirky look and the lighting is very nice, and wow! what gorgeous green eyes. I hope you don't mind this long critique. Only doing it to try and be helpful, so hopefully it will come off that way.
