I like the concept (and feel sorry for the model because those chains do look heavy). :) I don't get the feeling the ropes on the left belong to the composition though, and wonder if the image would have more impact if that part were cropped out.

Your foreground choice is striking and makes this image more than just your ordinary cityscape shot - I like it. I think if the colored reflections in the water had not been long enough to extend into your foreground, it might not have been as effective a shot - the reflections seem to serve the purpose of marrying the foreground to the background.
