Compositionally this is a real tough call. You wanted the lights and the reflections obviously, but you have no real foreground except that tiny triangle in the right corner. Foregrounds need to be stronger and more prominent. There is a huge expanse of black in the bottom left which contributes nothing, and the sky is taking up half the image without contributing too much either.

My recomendation would be to have concentrated on a smaller section of the town lights and make a stronger feature of the narrow stripe which actually cotains the reflection. Get in closer next time

The candle cannot be distinguished, it might have well been a fluorescent light.
The greatest problem though is the composition - you have cropped off the right hand side of the eye, leaving a huge expanse of out of focus nose on the left hand side. Why? I guess you were thinking of the rule of thirds, well in this case you could have broken that rule.

OMG a headless duck!!!
The reflection is not strong enough to carry this composition. The reflected duck is too dark because you exposed for the real duck, but then you cropped it out. If you are intending the reflection to be the major element then expose for that and lose the original totally.

The contrast in this image is way too low. It feels like we are looking through frosted glass. It also needs something inthe foreground as nothing really happens in the image until halfway up. The bottom third could be cropped as it doesn't contribute anything to the image
