In my opinion the image suffers from being oversaturated. Also the composition is bright in the upper right and dark shadows in the lower left. Needs some balance in that regard. Try cropping out from the turnsignal up and mid bumper down (landscape).

The hand should be limp. If you flop your hand on the table you'll see that the fingers curl slightly. Maybe a bit of dirt/mud on the fingers. Good idea.

Challenge
- Relevant to the Challenge? Yes

Compostion
- Good or Bad? How can it be fixed? A comment below mentions her cropping right arm from the left side of the image. I'd agree that this would focus our attention on her upset face.
- Good use of Depth of Field? Yes
- Good focus? Yes

Lighting
- Good use of light? Lighting is key here. What you have here is a tad too harsh. Reduce the amount of light hitting her (more distance, diffuse). I'll grant that she's 'distressed', but lighting is supposed to support the mood not dominate it. Lighting near the camera such as this gives a very flat looking face. Notice that the only shadows are under her nose and chin. Move the light to be 45 degrees to the camera to give her face some shape. Matbe powder her nose to keep from reflecting.

Aesthetics/Artistic Appeal:
- Colors and Contrast. Nice contrast here. You might try desaturating to further the mood. -30 to -50 would flatten the colors giving a more somber mood.
- What is my reaction or feelings? I like the idea, but the execution needs a little work. You're trying to compel me to feel sympathy for her , but it just misses. The running 'mascara' doesn't quite look right, and her eyes need a little 'puffiness' under them. The story being told here isn't quite believable.

Maybe crop the splash drops from the bottom, er top, so the looks more like a jump instead of an rotated drop. First glance I thought it was jumping from a spoon. Ha!

Edit: Crop not cop. Freudian slip?
