I'm having a hard time with this - I don't see the Environmental Port connection. If it were in the Self Port I'd vote a 10. I'm going to have to ponder this some more ... I shall return.

Alright - I'm back ... had you lied to me with the title and said "The Open Water Swimmer" or something like that I'd have gone for it. As it stands I'm going to give the benefit of the doubt: 10.

Composition, lighting, reflections, use of the sun: all very very good.

Exceptionally well framed with the statue, horizon (roof) tilted though. Could use a little oomph to make it pop, the photo seems a little flat. Perhaps some burning around the edges to guide the eye towards the subject? I think your use of the statue is inspired - nicely done.
