Great way to make a strong statement. In my opinion, a large part of photography is in recognizing the interesting shot when it presents itself. I'm afraid however, that I find the execution of this to be somewhat flat looking and not well composed. The biggest issue is way too much empty sky at the top that does not do anything for the scene. I'd suggest cropping in a lot closer to focus the eye on the elements that this is about. A bit of tweaking to make it pop a bit might help as well. I do think you've got some great material here to work with.

I'm guessing you're highlighting the juxtaposition between the barbed wire and the symbol of the land of the free.

Yes its there but this image doesn't have the visual wow required to do well here at DPC. This site rewards eye candy more so than underlying message and the trick to doing well is being able to combine both.

While this is not a wow photo or technically perfect I can see why you took it and I appreciate that. You might want to clean your sensor though, I see a lot of dust. You could clone it out too.
