I like your idea, maybe try pulling back to capture the whole wheel, and a tripod with a longer exposure would add some ambient light to bring out the detail despite the nightime setting. |

Not sure why a ferris wheel at night is extraordinary. As far as the photo, the top and bottom of the wheel have been cut off. A long exposure with light trails might have made a stronger impact here. |
