The dots appear to be rubber grippy things, but I am unsure of what the item as a whole would be used for.

Added: After backing up a bit and looking at the thumbnail, I think they could be shoelaces.

I want to touch this! Clearly little plastic or stone drops on what looks like a felt strip. But I have no idea what it is? A smerf tie? Cookie Monster's belt? Marge Simpson's hair decor?
