 the apartment building across the street had a fire so I went out to take pictures. you couldn't see the fire at all

The blur gives this a sort of paused immediacy - a moment of silence in the blare of the siren.

No, but the rain is lovely. The fire engine signals trouble of some kind--not always a fire. So it has a certain drama, an element of storytelling, enhanced by the rain. Worth going out to get. I like the blur.
