First I removed all the color, then added blue in color variations in Photoshop Elements 2.0. Then I adjusted the brightness and contrast. Then I added gaussian blur. Also this shot was taken with a 0.3 mega pixel digital camera.

Great shot. I really like the way you have managed to make the parked cars enhance the shot where in so many photos they are a distraction.

Hahaha, I'm king of that habit. Despite the title I'm not buying into that one, though I do really really enjoy the color saturation and shadows/contrast of your photo. Good job...
