Same as the other photo with the addition of pulling color eyes from another layer with magic wand, then placed them on top of this layer, plus burn tool @ 3 pixel diameter working @ 400X with burn strength set at 16% to highlight the outer circle of the color portion, the outer part of the whites of the eyes, the eyelashes, the eyebrows, stamp visible, resized, sharpened edges, USM, Saved for web...

I have wanted to perfect this technique for quite a while, and IMHO this is one of my best attempts. I was introduced to the concept here at DPC by idnic Pimp Those Eyes! and bs-photos.
