In the foreground is a City Police boat participating in the continued search for three missing from the overturning of the Seaport Harbor Shuttle, on March 7th.
In the distance are the "hot spots" of the city (Canton & Fells Point) like the American Can Company (hosting shops & restaurants) and the Chinese pagoda on Patterson Park; which attracts visitors by land and sea.
FB1 Mayor D'Alesandro Jr., stands guard to these visitors as it did on March 7, 2004 when ironically the Seaport Harbor Shuttle capsized in front of her quarters.

Sorry, I just couldn't figure out the relationship to the topic, but, I really like the crop, and the color on the boat. A smaller aperture might have blurred your background in an interesting way.
Rather busy study, especially bottom left althoug it kind of works. I dont think the harbour poles help. Dont know what the "off screen" expectation is either, sorry.
Seems litle underexposed and lacks colorsaturation. Maybe better converting to B/W and increase the contrast. Think if you decrase the aperture and focus on the ship you would have got a better result. And maybe litle more croping.
While this seems to slightly meet the challenge, it doesn't express the theme well. Also, the colors and contrast are a little drab - possibly due to the light through the clouds.
