Interesting artsy, low-contrast feel, and it seems like they're staring at me. Neat effect!

This might look better with slightly more contrast.

This picture has an awful lot of potential. The pose and expressions are great. As it is, however, it is washed out and pixelated.

Looking at your file size, you only used about 1/3 the file size that was available to you, and it is showing in a lot of grainy compression artifacts that are clearly visible around high contrast edges, such as around the boys eyes and all along his forearm. If you use less compression when you save the file, you can eliminate most of the visible artifacts. Alway use the lowest compression ration that will get your shot in under the filesize limit for a challenge.

The washed out color (If it was not an intentional effect) can be largely corrected with adjustments such as levels and curves.

Toning really doesn't work for me, sorry.

I like the soft pastel colors in this photo, however, it seems you have over sharpened a bit. one can see sharpening artifacts on the guy's eyebrows and chest.

It's very flat - there's no contrast.
