nice night shot and long exposure - but I have to ask where the moving light source is? everything seems stationary

I Googled Doppler 8000 and found a weather station called that, so I'm guessing that is what this is. It is an interesting composition, though if it is is a weather station I think it would be interesting to try and catch it with a dramatic weather sky.

Nice picture but didn't the rules say to use "Use a non-stationary light source (for example, a moving flashlight in your hand) as the primary method of illuminating your subject in a creative manner
