Took this on the tea-cup ride at Disneyland. As this is my first sumission, I hope this is suitable for motion panning.

Too bad her face was not more in focus, that would have been a dynamite shot.

the background is great giving it a real sense of motion.
the foreground however is too dark and not really in focus enough.

It would've been better if the person was very clear and the background was blurry as well, but your both blurry so it is a pretty bad picture i have to say :(

I assume you held the camera at arm's length whilst spinning around? If so, I'm not sure that's really MP and it didn't really result in a particularly effective shot. The WB seems out and the face is lost against the backgound because of the soft focus.

A flash needed here to brighten the subject.
