PS Work:

Levels to determine the black and white point
Curves to adjust the mid range contrast
2 layers of hue/sat 1st desaturated, 2nd in hue mode and altered the hues of the various channels to achieve pleasing black/white tonal range.
Copy background layer and move to top of stack.
Gaussian blur to new colour layer, then reduce opacity
Apply a layer mask to this colour/blur layer and allow sharper black/white image start to show through a little.
Finally a dodge and burn layer (fill layer in soft light mode)
Run the draganizer filter and then lower the opacity to 35%
Added a photo filter layer (81) to warm up the smoke/steam
Sharpen and crop
