Rear curtain flash + room lighting, 2 seconds at f/16.
Ctrl-J once followed by
Ctrl-Shift-U to desaturate the duplicate layer, then
Ctrl-J again and
Ctrl-I to invert the top layer.

Gaussian blur to bring out a line drawing effect, then
Brightness/Contrast to increase contrast.

Click the eye on the background layer, then
Ctrl-Shift-E to merge the visible top layers.

Make the background visible again then select
Overlay in the layer blending mode menu.

Hue/Saturation (increased saturation)

Resize

Brightness/Contrast

Unsharp mask

Save for web.

A lot of pictures and a lot of editing, but not so much as to miss the second half of the football match on telly :)
Disqualification Details
Only Adjustment Layers (or the non-Photoshop equivalent) may be used. Adjustment Layers must be applied in Normal mode. All other types of layers (including those that contain pixel data or masks) and all other blending methods (modes) are prohibited.

at first I thought he was holding a stopwatch, and he was timing his watch... which is an amusing idea. But it really doesn't look like a stopwatch. Perhaps it is some romantic keepsake. So he looks at his watch and it says "now" and he looks at the souvenir and it says "then". Either way, I like it. 8

very cool and creative idea. Seems like the white balance may be a little off since there is a orangeish tint to it.
