 I thought having part of the arch from a fountain/sculpture in the foreground added depth, leading lines and some interest to the upward shot. I would have liked to have something in the upper left sky, but the moon was further east.

Adjusted RAW file in RSE: Strong appearance, increased sharpness and detail extraction, applied noise suppression and color noise supression.
In Photoshop, adjusted levels, cropped slightly, bumped up saturation, unsharp mask filter, resize for DPC, USM again, save for Web.

This is beautiful. The lines make a great composition. The lights add a nice spark (no pun intended) of interest.
