I'd prefer a brighter image. As it is, I don't get the impression of a night city scene, I get the impression of a blackout.

I think I get the grainy, dreary feel you were going for, but it's not a very good shot, and it doesn't really incorporate the feel well. Honestly, it looks more like something hastily you snap off with your camera-phone.

very very grainy/noisy and it looks tilted. interesting though how up top its all colorful and down the stairs its black and white

I really like this shot. The contrasts and different elements are very interesting to look at. IMHO a slightly higher exposure may have added to the photo. But that's just me, nice shot nonetheless

more saturated colors would make this stronger, saturate your colors in post processing
