I don't feel that the image conveys instantly recognizable decision. Great pic, I like it. It's 'national geographic'.

so is every vote! perhaps the photographer should have been placed in the rule of thirds area to give it more impact.

Nice shot, but it doesn't scream decision. If it wasn't for the title, I wouldn't have a clue. Your horizon is a little off.
