Nice use of black and white. I do like the soft focus that adds a certain mood to the picture. The model expression is great, very thoughtful or sad or just melancholic. IMO this great expression got you lower votes during the challenge. It is that strong that the wind is only smth minor. Maybe a tighter crop on the hair would have emphasized the Wind...
Edit to add that I somehow agree with purna's comment

Nice portrait but not quite windy enough for the wind to make a statement.

Nice use of soft focus with this portrait! Too bad you're getting comments like: I wish this were sharp or it's not in focus. Soft focus just doesn't seem to go over well in this forum and it's really a shame because sometimes (and this is a great example) it works.

This is an interesting and emotive shot that is damaged by the title. The title leads one to believe that you are attempting to portray someone enjoying wind in their hair (like a cool breeze on a warm beach). This photo gives off, very effectively, a sad or lonely feeling. The focus is a wee bit soft which I think is appropriate in this case. The tones are very nice, maybe a bit blown out in the background, but again, appropriate for the sad, lonely feeling. The pose is great. I think it is a great shot that could have scored even higher with the appropriate title. 8.

The brightness of the background is distracting. otherwise is good picture.

I think a tighter crop would've been useful in emphasizing the wind through the hair. The lower 3/4ths of the image steal focus away from the challenge theme.
