This was a HUGE image. But considering how much noise I added, a medium res submission will be sufficient I think (not much space left in my storage here).
Used a LR HDR preset called LR Punchy HDR. Then into PS:
I used layers on layers in this. Duplicated original layer.
Went back to original layer.and applied shadow/highlight. On upper layers, played with Orton effect (blurred and added contrast then applied overlay and screen filters).
Found a few rain textures online and added them in simlar layering fashion (with overlay and screen filter - also added a bunch of noise to these layers). I also added a layer of rain using the "color" filter on that layer - that gave it a little more of an aged look. A bit of dodge and burn and I think that's it.
