Duplicated the layer and used curves and levels to get a blue sky. Gaussian blurred the sky to remove some the artifacts created by that process and then masked the sky in to the base layer.
On the remaining section of the image I used a curves adjustment layer and levels adjustment layer to increase the contrast.
Merged everything, duplicated the layer and ran high pass filter with the overlay blend mode to sharpen things up a bit.
Resized for web and ran smart sharpen and unsharp mask to further sharpen the image.
