 Topaz Adjust Bleach Bypass tweaked the settings to tone it down some.
Duplicated that layer and lightened the whites of the eyes and masked them in.
Merged everything, duplicated the layer and ran Silver Efex Pro at 51% using the luminosity blend mode.
Cropped, mainly to remove the blue pole which I found distracting.
Resized for web and sharpened with unsharp mask.

Im not sure why, but I felt it was very flat...... I suspect it may have been the use of Silver EFX layer using luminosity blending...........
